Dry Clutch in P2?

It doesn't say anything in the rules one way or the other although I've had a few people tell me that Dry Clutches are not legal in P1 and P2. I guess its OK in P3 because of the Ducati's

Any insight would be appreciated

Pretty well every P1 & P2 Norton is running a dry clutch in VRRA
Dry clutches pre date wet clutches by many many years
