Removing Powder Coat

I bought a powder coated frame and had Byron Cox made some mods to it. He cleaned off the Powdercoat with a Scotchbrite disk where he was welding but I need to have the rest stripped so I can paint.
I have used oven cleaner and MEK in the past but its messy and gets into the ground water as you really need to do it outside, its nasty stuff.
In the UK they use Dustless/Waterborn or Dry Ice blasting that cools the powdercoat so it dosent turn into a gum and just flakes off as it becomes brittle, but it seems to be hard to find at a reasonable cost in Canada. It tends to be around 50 pounds in the UK for a frame and swingarm. Does anyone have a contact or know a company that can do this.
Chemical stripping would work as well, however I don't want to bake it/burn it off as its a TZ as they were rubbish frames to begin with. Denis Curtis told me once that they were made from waterpipe
